Trans-SEC management delegated the design of a Conflict Prevention and Management System (CPM-System) to a Coordination Unit based in Germany. The team was based in Berlin, Germany. Its responsibility was CPM-conceptual work, CPM set up and monitoring, training and advice, back-up for focal persons/contact persons and coordinators, coaching and conflict facilitation and mediation services.

To account for the international and decentralized project structure a decentralized CPM structure was established (CPM Tanzania/CPM Germany) with a national CPM coordinator for Tanzania elected and conflict contact points/focal persons selected at each partner institute.
